#TeamMafisi – The Nandi County List of Shame Now Exposed (Pt 2)


There are casual workers who are used by senior officials to siphon money, and there are on the list of shame. Some casuals extort money from the county through planning of events and entertainment, falsifying records, giving tender documents and making payments illegally.

Procurement officials in the other hand inflate amounts of items to be procured and conspire with suppliers in order to split up the extra amounts. A major scandal in the Procurement is the way contracts are awarded and declared complete and approved, and then goes for payments. Some contractors protested in governor’s office several days demanding payments when they read malice and county’s instability in controlling finance. This clash was between August and October 2015. Frequent breaches of tendering and procurement laws – Section 29 (1) and Section 74 Public Procurement and Disposal Act 2004;

Inflated allocations:

  • Tree Planting/seedlings- 5,687,730
  • Hiring of graders- 7,765,359.60

Wrongful payments:

  • 10,912,706 to Assembly in May 2014

  • 8,134,476 Bursary Payments – This exceeded allocation.


Arise Nandi is aware of a county document that listed “inspected and approved” roads. One of the roads was listed as constructed and approved but on the visit to the project named ‘Nandi Hills – Samoei University road’ (as is indicated in the paper) found no work had been done.

Officials inside Nandi County Public Service Board cannot miss out to appear in Arise Nandi list of shame. There are complains in the public accusing the board for violation of labour and employment Act. For one Hellen Kirui is a case in point. Experienced and qualified, she was shortlisted and later became employed as a Ward Administrator. Before long she was dismissed and replaced by another candidate. Reasons, according to her, were because she did not support her area councilor’s political agenda. Hellen is the founder of Tumdo ne Lel Girl Child Program.

Witnessed poor services across county shows there’s hiring of some incompetent staff, relating to either nepotism or corruption during employment. 22,510,200 for revenue vehicles was wrongly categorized as Development (D) instead of Recurrent Expenditure (RE) in the budget for the Ministry of Finance, Economic Planning and ICT.

  1. This is really shameful. Its evident that we lack leadership. It should also be known to those in power that they are setting a bad precedence to the subsequent leadership and children who aspire to be leaders in future. A new broom sweeps clean, and every mother in Nandi have sired leaders too. It’s not a privilege of few mothers. I urge every one to vote in new leaders in the next election. There only lies our hope of good governance. Lasty, how about leadership conference in Nandi. I don’t know who this part appeal to but this is something that should be ongoing to train more leaders for the future.

    1. Wycliffe Tuikong, its very nice to hear from you. Your concerns coincide with what many of the residents in the County have. There is indeed need to overhaul leaders and bring in new brooms to sweep clean the county leadership. Leadership training and conferences, like you’ve mentioned above is very important so as young and aspiring leaders can learn and improve the skills to better Nandi.
