There are casual workers who are used by senior officials to siphon money, and there are on the list of shame. Some casuals extort money from the county through planning of events and entertainment, falsifying records, giving tender documents and making payments illegally.
Procurement officials in the other hand inflate amounts of items to be procured and conspire with suppliers in order to split up the extra amounts. A major scandal in the Procurement is the way contracts are awarded and declared complete and approved, and then goes for payments. Some contractors protested in governor’s office several days demanding payments when they read malice and county’s instability in controlling finance. This clash was between August and October 2015. Arise Nandi is aware of a county document that listed “inspected and approved” roads. One of the roads was listed as constructed and approved but on the visit to the project named ‘Nandi Hills – Samoei University road’ (as is indicated in the paper) found no work had been done.

There are complains in the public accusing the board for violation of labour and employment Act. For one Hellen Kirui is a case in point. Experienced and qualified, she was shortlisted and later became employed as a Ward Administrator. Before long she was dismissed and replaced by another candidate.
